Turn the crank not the cam shaft are you turning the engine the right way?
Tension you should be able to JUST twist the longest run of the belt between thumb and fore finger 90 degrees no more no less. That's a quick test.

be patiens is the key for all the answer you desire

Is it a used timing belt? Whenever you take a timing belt off, its usually best to replace it with a new one, unless its fairly new already. Or it might be the wrong one if its new, stores do occassionally list items wrong. If they said it should fit any b series motor, their wrong. Not sure if there was a difference between generations, but I've never looked that far into b16's, or even if there is a difference between US and foreign b16's.

If it is new, the tensioner might not be holding it tight enough, might need to replace that. That's happened to me once at work. Tensioners can also be different sizes, atleast on the d series motors they are.

Those are the 2 main thing I can think of off the top of my head. Do you know what happened before it started to jump? Maintenance? Or did you buy the motor and just drop it in?

To me though, it seems either stretched and old timing belt, or it not tightened correctly somewhere. At the tensioner or water pump. May even be routed incorrectly, sometimes it happens, might have done a part backwards. I've done that before (and my boss gave me shit lol), being exhausted and frustrated can lead to doing things the wrong way. You can even try taking the timing belt off and flip it. Some timing belts have a certain direction they turn, most of those timing belts have an arrow on them. But these are just my thoughts, give it a try and see if it helps.
