As far as your questions, it would really depend on the qualityof the drilling and the slotting. As well as what you would be using the rotors for.
Check the rotors for stress cracks near and around the holes and slots, if they look ok they should be fine for everyday driving.
If you are planning on tracking the car, hard braking and and putting a lot of heat cycles on the rotors then I would check to see what type of material the rotor is made from, if there are any special coatings on it (zinc, cryo'd, etc.) and if there is a waranty against rotor failure.
